Cost-Share
State Cost-Share Assistance: The State of Ohio, through the
Department of Natural Resources, Division of Soil and Water Conservation offers
cost share assistance for the construction of animal manure handling, mortality
composting, sediment reducing, and other conservation practices. Eligible
practices are determined, and then placed into high, medium, and low categories
based on their pollution control effectiveness and other factors. Maximum
cost-share amounts are $15,000 - $10,000 – and $5,000 for each high, medium,
and low practice or 75% of the total cost (whichever is less).
EQIP: The Environmental Quality Incentives Program. This is a
year-to-year program that provides cost-share assistance from the USDA –Natural
Resources Conservation Service. EQIP is for agricultural producers who would
like to install practices that will enhance the environmental quality of their
operation. In Preble County, some of these practices are manure storage
facilities, roof runoff management, mortality composting, grade stabilization,
livestock exclusion, woodland improvement, and precision farming for nutrient
management. Please contact the office if interested. Pre-planning is very
important with this program.
The purpose of the cost-share programs is to encourage producers to handle
animal manure in ways that will help improve water quality in Ohio. Preplanning
for both ODNR and EQIP cost share and CNMP’s is very important. A CNMP is
required if asking for cost-share monies. There is information and data about
the farming operation that needs to be gathered for the CNMP. Also, ODNR cost
share is first come first served, so you need to get your name on the project
list if interested. Lastly, if you are thinking about cost-share, another
requirement to receive money is attendance and certification of LEAP (Livestock
Environmental Assurance Program). LEAP is a program modeled after a similar
program developed by the National Pork Producers Council (NPPC).
